In the bowl of a stand mixer, combine sugar, butter, and lemon zest. Beat until light and fluffy, about 5 minutes. Add honey, lemon extract, and egg and beat until well combined. In a medium bowl, whisk together all-purpose flour, whole wheat flour, baking powder, and salt. Add one-third of the flour and combine well. Then stir in half of the yogurt. Repeat ending with the last third of the flour. Refrigerate batter for 1 hour. Line two baking sheets with parchment paper or silpats. Drop a level tablespoon of batter onto the cookie sheet leaving a 2 inch border between the cookies. Bake for about 12 minutes or until cookies are lightly brown. While cookies are baking, whisk together powdered sugar and lemon juice. As soon as the cookies come out of the oven, use a pastry brush to paint on the glaze. Sprinkle immediately with lemon zest.
