Add the chicken and poach for 20 minutes or until chicken is done. Remove the chicken, vegetables, and bay leaf. In a small bowl, whisk together evaporated milk and flour. Bring to a boil the chicken broth to a boil again. Whisk in the flour mixture. Continue to stir while mixture thickens, about 3 minutes.
